Developing Adaptive Educational Organizations: The Role of Leadership, Organizational Culture, and Human Resources at TK Terpadu An Nisa’ Tuban East Java

Educational institutions operate in an increasingly dynamic environment that requires organizational flexibility, continuous learning, and the capacity to respond to change. This study examines the role of leadership, organizational culture, and human resources in developing an adaptive educational organization at TK Terpadu An Nisa’ Tuban, East Java. A qualitative case study approach was employed, involving interviews, observations, and document analysis. Data were analyzed thematically to identify patterns related to adaptive leadership, organizational culture, human resource development, and organizational adaptability. The findings indicate that adaptive organizational capacity is shaped by the interaction of responsive and participatory leadership, a collaborative and learning-oriented organizational culture, and continuous human resource development. Leadership provides direction and creates opportunities for participation and innovation, while organizational culture facilitates collaboration, knowledge sharing, and collective learning. Human resource development strengthens teachers’ capacity to respond to changes in curriculum, technology, and educational practices. The study concludes that organizational adaptability is not determined by a single factor but emerges through an interconnected process of leadership support, collaborative culture, professional learning, and continuous improvement. The findings highlight the importance of developing educational organizations that are capable of learning and adapting collectively to changing educational demands.
